Oil falls below $ 77 after report on reserves

The benchmark crude for December delivery lost $ 2.34 to close at $ 76.94 a barrel on the New York Mercantile Exchange. The Energy Information Administration said in its weekly report that crude and gasoline stocks rose more than expected last week, even though many oil companies have shut down some refineries for the decrease in fuel consumption. The report said that refineries have reduced their production to the lowest levels since September 2008 and are now importing almost 15% less oil than last year. Peter Beutel, analyst at Cameron Hanover, said that brokers were disappointed by the low power consumption. We've been waiting since March to carry the bag rise to a better economy and therefore more demand for oil, and have not seen that yet, Beutel said. We really needed that job numbers start to rise again. For much of the year, crude prices have risen despite the low demand. Between March and October doubled as the dollar weakened and investors using commodities as a safe haven for their money. There are oil refineries that are buying the most of these oil contracts, said Tom Kloza, president and chief oil analyst of Price Information Service Oil. They are financial companies … and other people who are patient enough to wait for prices to rise. Rising oil prices could jeopardize a modest increase demand and the recovery of the global economy, warned the International Energy Agency. (more…)

U.S.: Obama's health reform has yet to stand the test of Senate

In a brief speech Sunday, Barack Obama urged the U.S. Senate to approve his project. What the House of Representatives did last night left us closer than ever to a comprehensive reform of the health system in America, he said. After 12 hours of debate on a 2,000 pages of text, the plan lawmakers voted by 220 votes to 215 against. The plan would be implemented in 10 years (2010-2019) and would cost 900,000 million dollars to extend coverage to 36 million Americans currently without health insurance. But so that the law can beenacted the Senate must approve it and the picture is rather more complex than Obama said. Overall, the Senate adopts its own version, which it can diverge from passed by the House of Representatives. Once the text be approved by the Senate, of the Houses of Parliament meet to agree on the final wording of the law. That is where the joint vote of senators and representatives. If the reform is approved in the Senate need 60 votes of the 100 U.S. senators. Of the 100 seats, 58 belong to the Democrats and two independents who usually accompany the majority. But in this case some moderate Democrats are not certain to vote Yes and one of the two independents, Joe Lieberman, has already expressed its opposition to the current text. Democrats will again face Republican arguments against this reform. (more…)

G20 with little progress for climate change financing costs

ST ANDREWS, Scotland (Reuters) – Rich and developing nations fought on Saturday climate change, but not made significant progress on its funding before the big environmental summit in Copenhagen next month.

Britain, which sponsored the meeting of G20 finance ministers in Scotland, decided to push a deal of 100,000 million dollars to cover the costs of climate change in 2020.

But the talks stalled in a dispute with major developing countries over who should pay the bill.

There was a heated discussion, said Russian Finance Minister Alexei Kudrin. I think we should be very careful in approaching the possibility of accumulating large new commitments on developing countries because it may put a brake on the achievement of other critical tasks such as eradication of poverty added. The climate change debate lasted for hours and a French official said the debate was so intense that there was a risk that the final statement did not mention climate change at all. Finally, they agreed on the need for significantly increasing the scale and urgency and predictability of finance to implement an ambitious international agreement.

DISAPPOINTING

Leaders of the European Union (EU) agreed in October that developing countries would require 100,000 million euros per year in 2020 to combat climate change. (more…)
